Technically no — but the Digital Nomad Permit was created to legalise this. It costs just $11, has no income requirement, and can be applied for online after entering as a tourist. There is no reason not to get it. The permit gives you a provisional identity card and legal status for up to 12 months.
After 3 years of legal residency if married to a Uruguayan citizen, or 5 years if single. Uruguay allows dual citizenship, so you do not need to renounce your existing nationality. The process requires passing a basic Spanish language assessment and demonstrating ties to the country.
Effective January 1, 2026, Uruguay offers new tax residents up to 10 years of exemption on foreign-source capital income (dividends, interest, capital gains from abroad).
